The site lies within the administrative boundaries of Uttlesford District Council (UDC). Development across the district is currently governed by the Uttlesford Local Plan, which was adopted in January 2005. The site is not subject to any specific designations, however lies to the east of a conservation area. Uttlesford are in the process of preparing a new Local Plan, which will provide a blueprint for development across the district for the period to 2041. The plan was submitted to the Secretary of State for Independent Examination on 18 December 2024. Hearing sessions were held from 10 to 19 June, with reserve days of 29 , 30 & 31 July.
The plan provides for at least 14,741 dwellings to be delivered over the period 2021 to 2041, of which 3,738 will be delivered through a series of strategic allocations, with a further 900 dwellings to be delivered through non-strategic allocations at the Larger Villages (600 dwellings) and at Newport (300 dwellings), which is classified as a
Local Rural Centre. Additional dwellings will also be delivered through Neighbourhood Development Plans or through the Development Management Process (including windfalls). Widdington is classified as a Smaller Village where limited infill development may be appropriate within the existing built areas, or if allocated within a Made
Neighbourhood Development Plan. Notably, the site was deemed suitable for development in the two previous UDC Call for Sites processes. Uttlesford District are unable to demonstrate a five year housing land supply, with the latest agreed position as at March 2025 being 3.46 years. An early scheme for 20 dwellings was refused by UDC and subsequently dismissed at appeal in 2019. A subsequent proposal for four dwellings on part of the site (UTT/22/2278/FUL) was endorsed by both officers and the planning committee in 2022, however, the permission was subsequently quashed. Essex County Council Highways Authority deemed the application acceptable from a highway and transportation perspective. See the data room for relevant planning documents and details.
