Construit en 1901, ce bâtiment de six étages en brique, en pierre et en bois a été conçu par l'architecte Mifflin E. Bell. M.E. Bell a été l'architecte superviseur du département du Trésor américain de 1883 à 1886. Bell a contribué à la création de bâtiments emblématiques, notamment de nombreux bureaux des douanes, palais de justice et bureaux de poste américains à travers les États-Unis. Bell a également contribué à la conception du Washington Monument et son nom est gravé sur la face nord de la pierre angulaire du monument. En 1887, Bell et sa famille ont déménagé à Chicago où il a supervisé les bâtiments fédéraux lors de l'Exposition universelle colombienne de 1893 (Exposition universelle de Chicago). Il s'agit de l'une de ses dernières conceptions de structure avant sa mort en 1904. La société J.S. Ford, Johnson & Co. a utilisé ce bâtiment pour entreposer plus de 3 000 chaises commerciales, résidentielles et institutionnelles. Au tournant du siècle, ils étaient l'un des plus grands fabricants de chaises des États-Unis.
